Kenya and Angola Boost Africa's Digital Future: ICT Cooperation and Infrastructure Breakthrough (2025)

Kenya and Angola Forge Digital Alliance to Spur Africa's Infrastructure Revolution

The recent Luanda Summit on Financing Africa's Infrastructure Development witnessed a pivotal moment in the partnership between Kenya and Angola. The two nations solidified their commitment to accelerating Africa's digital and infrastructure transformation by fast-tracking the Kenya-Angola ICT Cooperation Memorandum of Understanding (MoU).

Kenya's delegation, led by Eng. John Kipchumba Tanui, Principal Secretary of the State Department of ICT and Digital Economy, actively participated in high-level discussions, bilateral meetings, and cultural exchanges. These interactions aimed to strengthen regional cooperation and investment in digital transformation, showcasing Kenya's dedication to Africa's digital and infrastructure growth.

During the Investors-Ministerial Roundtable, Kenya shared its expertise in expanding broadband connectivity, digital public services, and innovative financing models for digital infrastructure. The focus was on accelerating broadband rollout, implementing policy reforms, and fostering Public-Private Partnerships (PPPs) to attract investment. Key projects like data centers, fiber networks, and Internet Exchange Points (IXPs) were highlighted as essential for Africa's economic growth, job creation, and intra-African trade.

The bilateral engagement between Kenya and Angola was a significant outcome of the summit. Led by Kenya's Cabinet Secretary for the National Treasury and Planning, Hon. John Mbadi, and Angola's Minister of Telecommunications, Information Technologies, and Social Communication, along with Kenya's Ambassador to Angola, H.E. Joyce Khasimwa M'maitsi, the meeting facilitated immediate technical collaboration. The MoU encompasses strategic areas such as technological development, satellite networks, ICT training, digital economy growth, rural connectivity, cybersecurity, and digital literacy.

Beyond formal engagements, Eng. Tanui emphasized the significance of cultural exchange and diaspora engagement. Kenyan professionals in Angola, led by Eng. Joseph Busienei, participated in discussions on the opportunities presented by new direct flights between Nairobi and Luanda, which are expected to boost trade, tourism, and investment. The meetings also identified growth potential in sectors like ICT, fintech, logistics, and professional services.

The Luanda Summit brought together influential leaders from governments, the African Union Development Agency (AUDA-NEPAD), the African Development Bank (AfDB), the World Bank, and private sector representatives. A consensus emerged: Africa's digital transformation relies on robust partnerships, strategic investments, and scalable infrastructure solutions.

Kenya's active participation at the summit reinforced its leadership role in shaping Africa's digital future and fostering cross-border collaboration for inclusive development. The summit also strengthened bilateral relations with Angola, positioning both nations as key players in building a connected and innovation-driven continent.

Eng. Tanui concluded by expressing Kenya's enthusiasm for continued cooperation with Angola and regional partners. The goal is to achieve shared prosperity through technology, innovation, and infrastructure development, paving the way for an African-led digital future.
